Eva Booker, founder and President of Creative Consulting Solutions, draws on her diverse background and experiences to assist nonprofits in increasing their revenues and impact in these increasingly challenging times. .
Ms. Booker has over 25 years experience working with nonprofit organizations as a volunteer, Program Director, Executive Director, founder, board member and consultant.
Ms. Booker was a founding board member of Genesis House, which has been helping former prostitutes transform their lives since 1985. She was a founding member of a number of housing-related organizations, including the State of Illinois' Office of Housing Coordination Services, the Suburban Cook County Task Force on Homelessness, the Greater Chicago Homeowner Education and Counseling Collaborative, and the Public Action Housing Policy Center. She has served as the President, Board of Directors of Network Development Associates; Vice President, Board of Directors of the Chicago Mutual Housing Network; and Co-Chair, Board of Directors of the Statewide Housing Action Coalition. She served as a board member of the National Federation of Housing Counselors/National Association of Housing Counselors and Agencies, contributed to the Tenancy section of NAHCA's training manual and was a national trainer for their Housing Counseling Certification Training.
Ms. Booker was the Director of Housing Services for the Community and Economic Development Association of Cook County (CEDA) for over 13 years. In that position, she was responsible for securing over $1 million dollars annually to support the department's programs, including funding for emergency direct client assistance programs (rent and mortgage assistance, utility assistance, food vouchers and shelter vouchers). She designed and implemented a number of innovative initiatives and pilot programs, such as the Subsidies for Homeless Assistance and Prevention of Evictions program with the Housing Authority of Cook County; the DCFS Housing Advocacy Program; a HUD Pre-purchase and Foreclosure Prevention Demonstration Project; an American Homeowner Education and Counseling Initiative Pilot; and a HUD Hot Zone Foreclosure Prevention and Predatory Lending Pilot Project. Ms. Booker improved and expanded the West Suburban Transitional Housing Program by partnering with another non-profit organization and increasing funding to expand the number of units and provide sufficient staffing for the program.
Ms. Booker founded and served as the first Executive Director of a social enterprise, the CEDA Neighborhood Development Corporation. This enterprise acquired, rehabilitated and sold single-family properties to low- and moderate- income families.
Ms. Booker is a grant reviewer for the United Way of Metropolitan Chicago, where she has served on the Adult Community Impact Panel, Venture Investment Fund Panel and the Financial Stability Committee. She is a grant reviewer for the United States Department of Treasury's Community Development Financial Institutions (CDFI) and New Market Tax Credit (NMTC) programs; and the Department of Health and Human Services' Job Opportunities for Low Income Individuals (JOLI) program. She is on the Grantmaking Committee of the Chicago Community Trust's Latino Giving Circle. Also, she has reviewed HUD’s Continuum of Care Homeless Assistance program applications for the Chicago Continuum of Care.
In addition to her nonprofit experience, Ms. Booker has over 20 years experience working with for-profit enterprises in law, housing and consulting. She owns and manages affordable rental property.
Currently, Ms. Booker is active in the Association of Consultants to Nonprofits (ACN). She served two terms on ACN's board of directors and Chaired the Program Committee for three years. She is a member of Latinos in Development, where she served on the founding board of directors. She is a founding member of the Chicago chapter of the American Association of Grant Professionals, and a member of the Chicagoland Evaluation Association, Chicago Global Donors Network, Alliance for Nonprofit Management and the Social Enterprise Alliance.
Ms. Booker has a Bachelor of Arts from the University of Maryland, a Juris Doctor from the George Washington University National Law Center and she has completed the University of Illinois’ Urban Developers Program. Ms. Booker is an attorney. She has served in the United States Army and United States Army Reserves.
